Rklytsky, Mykhailo [Рклицький, Михайло; Rklyc'kyj, Myxajlo], b 22 September 1864 in Pohrebky, Novhorod-Siverskyi county, Chernihiv gubernia, d 21 May 1929. Historian and statistician. He studied law at Kharkiv University. He was exiled to Siberia in 1888 for his involvement in a revolutionary populist group. After his return to Ukraine he worked as an attorney in Novhorod-Siverskyi and as secretary of the Poltava gubernia zemstvo administration (from 1898) and director of its statistical bureau (from 1902). In publications of the Chernihiv and Poltava zemstvos he published articles on the history of Novhorod-Siverskyi, literacy in Novhorod-Siverskyi county, peasant libraries and landholdings in Poltava gubernia, and the Cossacks in the counties of Zolotonosha, Poltava, and Zinkiv, Poltava gubernia, according to the Rumiantsev census. He also wrote a statistical guide to the Russian ‘South’ (1910) and stories which were published in Russkiia vedomosti, Russkoe bogatstvo, and Zhurnal dlia vsekh. His reminiscences about Pavlo Hrabovsky were published in the collection Literatura (1928) published by the All-Ukrainian Academy of Sciences.
