Paneiko, Yurii [Панейко, Юрій; Panejko, Jurij], b 3 April 1886 in Zolochiv, Galicia, d 18 August 1973 in Munich, West Germany. Jurist and legal scholar; full member of the Shevchenko Scientific Society (from 1942) and the Ukrainian Academy of Arts and Sciences; brother of Oleksander Paneiko and Vasyl Paneiko. While working as a civil servant he completed his law studies at Lviv University (LLD, 1910) and then conducted research at Halle University, Vienna University, and Saint Petersburg University. After the First World War he lectured at the Jagiełłonian University in Cracow (1926–8) and Vilnius University (1928–39), and served on the Competency Tribunal in Warsaw (1934–9), settling disputes between the Polish judiciary and government. After the Second World War he emigrated to Vienna and then Germany, where he served as professor and rector of the Ukrainian Free University in Munich (1948–73). He wrote many articles in Polish, Ukrainian, and German on various legal subjects, but his specialty was administrative law. In this area he wrote Geneza i podstawy samorządu europejskiego (The Genesis and Foundations of European Self-Government, 1926), a major survey of Polish administrative law (coauthor, 1929), and Teoretychni osnovy samovriaduvannia (The Theoretical Foundations of Self-Government, 1963).
