Kuban Legislative Council (Кубанська Законодавча Рада; Kubanska Zakonodavcha Rada). Legislative organ of the Kuban People's Republic in 1917–20. The Kuban Legislative Council (KLC) was to be re-elected at three-year intervals. Its mandate was determined by the Kuban Territorial Council (KTC). Its jurisdiction included the review and approval of the regional budget; the election of the state comptroller; the approval of state loans; the drawing up of annual lists of people eligible for military service; the ratification of treaties; and the review of and debate on the performance of the KTC, which was responsible to the KLC and which could receive a vote of non-confidence from the KLC. There were approximately 80 members of the KLC; they also participated in KTC assemblies, in an advisory capacity. The KLC met annually on 15 November. An extraordinary session could be called on the initiative of the Military Otaman, or at the request of not less than one-third of the KLC itself. In 1918 the KLC was elected for a one-year term only, from members of the KTC, but later its authority was extended.
